In 1998, in order to deal with the problem of domestic foreign exchange evasion and fraud caused by the Asian financial crisis, and the rapid reduction of foreign exchange reserves, the General Administration of Customs and the Foreign Exchange Bureau developed and applied the "Import Customs Declaration Online Verification System", which passed double verification of electronic data and paper documents. Activities such as arbitrage and foreign exchange fraud were quickly curbed, which was affirmed by the leaders of the State Council, which opened the prelude to the construction of the electronic port. Since then, the electronic port has successively developed and applied a batch of application projects centered on the core process of large-scale customs clearance, leadership attention, supervision needs, and enterprise benefit, and achieved good social and economic benefits.
